Penn National Gaming; the licensee for Cecil County’s “Hollywood” Casino, failed to achieve the State’s minimum Minority and Women Business Enterprise (MWBE) goal of 25% for design and construction of the brand new casino according to a report compiled by Governor’s Office of Minority Affairs (GOMA). The National Casino operator; headquartered in Pennsylvania, only achieved 18% of $31 million spent so far of a total $57 million budgeted. The Casino is scheduled to open in September 2010.
